La CRIFA a été fondée au congrès international de Carrare en septembre 1968 ; elle avait été précédée par une commission provisoire de relations. Elle eut de 1968 à 1971 son secrétariat à Paris, tenu par des membres de l'Organisation révolutionnaire anarchiste (ORA). Après le congrès de Paris en 1971, le secrétariat fut transféré en Italie et assumé par Umberto Marzocchi à Savona.
